IE8 is released yesterday. You can download it from Microsoft's IE 8 Page or it is included in Windows update too.

If you don't want to get IE8 as a higher priority update you can download Toolkit to Disable Automatic Delivery of Internet Explorer 8, which will disable the IE8 upgrade through windows update.
